In prior trials, the Harris hawks optimization (HHO) algorithm, a recently developed swarm-based heuristic method, has showcased impressive results. However, inherent shortcomings in HHO include premature convergence and the propensity to settle into local optima, directly resulting from an imbalanced exploration and exploitation approach. For the purpose of overcoming the shortcomings of existing HHO algorithms, this paper proposes a new variant, HHO-CS-OELM, integrating a chaotic sequence and an opposing elite learning mechanism. The chaotic sequence's impact on the HHO algorithm's global search is positive, due to increasing population diversity, while opposite elite learning improves the HHO algorithm's local search by maintaining the most optimal individual. In addition, it overcomes the restriction of HHO's late-iteration exploration capabilities, effectively balancing the algorithm's exploration and exploitation strengths. The effectiveness of the HHO-CS-OELM algorithm is confirmed by comparing its results against 14 optimization algorithms across 23 benchmark functions and an engineering application.
